Vladimir Milovidov was born on 13 January 1960 in Moscow. He graduated from the Moscow State University in 1984 with degree in economics. In 1987, he completed his graduate studies at the Institute of World Economy and International Relations attached to Academy of Sciences of the USSR with candidate degree in economics.

In 1987 Mr. Milovidov began his career working as junior and then as a senior researcher at the Institute of World Economy and International Relations.

In 1998, Mr. Milovidov was appointed consultant to the secretariat of Prime Minister E. Primakov.

In 1999, Mr. Milovidov was appointed councilor to the Vice-Prime V. Khristenko.

In 2000, he was Deputy Head of The Federal Commission for Securities Markets, and in July 2000 he became First Deputy Head of The Federal Commission for Securities Markets.

In 2003, Mr. Milovidov was chosen to head The Department of Financial Markets and Privity of the Government.

On April 2004, he was assistant of Prime Minister M. Fradkov.

On May 17 2007, Mr. Milovidov was appointed Head of the Federal Financial Markets Service (FFMS).

In 2006 Vladimir Milovidov was conferred the Honoured Economist of Russian Federation

Born on August 28, 1958 in Zaporozh’e. Graduated from the M.V. Lomonosov Moscow State University in 1980. Has worked since 1992 for the Central Bank of the Russian Federation: as the head of the Secondary Market Department in Administration of Securities, then as a Deputy Associate Administrator in Administration of Securities — Associate Manager of Stock Market Operations. In 1995 was appointed a substitute Director of the Capital Issues for Open-Market Operations Division of the Central Bank of the Russian Federation. From 2000 until 2001 was in charge of TP Stock Exchange RTS. From 2001—2002 worked as the Asset Management Chairman of the Troika Dialog Investment Company CJSC. In 2002 was named to the post of Vice-Chair of the Central Bank of the Russian Federation and elected a member of the Central Bank of the Russian Federation’s board of directors. Since 2003 – Chairman of the MICEX Board of Directors. On September 29, 2008 was appointed the temporary President of MICEX CJSC. On October 24, 2008, according to the decision of the general meeting of MICEX CJSC shareholders, was elected the President of MICEX CJSC. Since March 6, 2009, has also held the post of General Manager of the MICEX Stock Exchange.

Born on July 29th, 1952 in the city of Ufa in the Bashkir Republic.
In 1974, he graduated from the M.V. Lomonosov Moscow State University (the Faculty of Mechanics and Mathematics) and in 1977 completed his postgraduate studies there. Oleg Viugin is a Candidate of Science (Ph. D in Physics and Mathematics).
He began his working career in 1978, lecturing in higher education institutions and working in scientific and research institutions in the field of economics.
From 1980 to 1989, Oleg Viugin held the positions of senior researcher and sector head at the All-Union Scientific and Research Institute for the Study of Consumer Demand and Trading Conditions.
From 1989 to 1993, he worked as a leading researcher and laboratory head at the Institute of Economic Forecasting at the Russian Academy of Science.
In 1993, he was appointed Director of the Macroeconomic Policy Department of the Russian Ministry of Finance.
In 1994, he joined the Collegium of the Russian Ministry of Finance.
In 1996, Oleg Viugin was appointed Deputy Minister of Finance and in 1999, the First Deputy Minister of Finance. While working at the Ministry of Finance, he dealt with macroeconomic policy, budget policy, and the management the Russian Federation’s internal and external debt.
In 1999, he moved to the position of Executive Vice President of the Troika Dialog Investment Company.
In 1997, he was a member of the Russian government’s Commission for Economic Reform.
From 1997 to 2000, he worked with the Federal Securities Market Commission of the Russian Federation and the Supervisory Board of the National Stock Market Association.
Beginning in 2002, he held the position of First Deputy Chairman of the Central Bank of the Russian Federation and was in charge of issues regarding the monetary policy of the Russian Federation.
On March 23rd, 2004, Oleg Viugin was appointed Head of the Federal Service for Financial Markets.
On June 7th, 2007, he was appointed Chairman of the MDM Bank Board of Directors.
